I HAVE the honour to acknowledge the receipt of your despatch No. 273 of the 12th ultimo, in which you request that I may furnish you with my views as to the advisability of pressing the Chinese authorities for a rearrangement of the boundary between the Shanghae International Settlement and the Paoshan district, and also call for a report upon the fracas alleged to have taken place between the Chinese police and the police of the Settlement.
In reply, I have the honour to refer you to my despatch No. 279 of the 23rd ultimo, which fully explains my views upon the boundary question, and to the despatch from His Majesty's Consul-General at Shanghae inclosed therein, which goes fully into the incidents of the police brawl.
I gathered from a recent communication which I received from His Majesty's Consul-General at Shanghae that, in conformity with the suggestion made in my despatch No. 279, Sir Pelham Warren and his colleagues proposed to address a note to the Viceroy with the view of securing his Excellency's support in favour of the proposed extension of the Settlement.
In a telegram of yesterday's date I have pointed out to Sir Pelham Warren that this course would probably only meet with a refusal from the Viceroy, and I have suggested, as a personal expression of opinion, that the Consular Body at Shanghae should appoint a deputation to wait upon his Excellency and explain to him in the first instance the reasons which render an extension of the Settlement desirable.
